Disability Evaluation Procedures


If a student with a wheelchair or other mobility issue is in your area when an evacuation is necessary, help them to a safe location or a designated Area of Rescue (located in the stairwell of some two-story buildings). Emergency personnel may designate another Area of Rescue (i.e., alternate stairwell) depending on the location and type of hazard, so always be alert. Notify police, fire, or rescue personnel immediately about any disabled persons waiting to be evacuated. A College representative should wait with the student until emergency personnel arrives.

It is the responsibility of emergency personnel to evacuate the student. DO NOT attempt to evacuate someone unless there is imminent danger. Evacuating a disabled or injured person should be a last resort. Consider your options and the risk of injuring yourself or others in an evacuation attempt.

If a disabled person is in immediate danger and cannot be moved to a safer area to wait for emergency personnel, it may be necessary to evacuate them using an Emergency Evacuation Device (Stair-chair) or carry technique. Two physically capable occupants should be invited to volunteer assistance with the evacuation. If a volunteer is not available, designate two people who are willing to accept the responsibility.

Ask the student how he or she can best be assisted or moved and whether they require any special consideration. DO NOT evacuate disabled people with their wheelchairs. This is standard practice to ensure the safety of disabled persons and volunteers. Wheelchairs will be retrieved later if possible. DO NOT use elevators unless authorized to do so by fire department personnel. Whenever possible, always wait on emergency personnel to evacuate.


If a blind or visually impaired student is in your area when an evacuation becomes necessary, help the student to safely evacuate the area by walking with the student to the stairwell and down the stairs.  Remove obstacles in the way and act as a buffer for the student in congested areas.  Give verbal cues such as “we are walking through a door” or “take two steps down” to help the student. If the student is not able to safely navigate the stairs, have him/her wait in the designated Area of Rescue (see above instructions for students who have mobility limitations).


If a student who is Deaf or Hard of Hearing is in your area when an evacuation becomes necessary, write a note indicating the emergency and the need to evacuate the building.  If time does not permit you to write a note, get the Deaf student’s attention and point to the flashing fire alarm or nearest exit. Remember, the student will not hear verbal commands given by emergency personnel.
